 Discovery - discover tab does not show up

Post Discovery - discover tab does not show up
My discovery plugin is loaded correctly as far as I can tell from any available documentation and forum comments, however the discovery tab is altogether missing!

The new 'misc' page in 'settings' does show up.

Any ideas?
