It would be great if you could have a section somewhere in cacti's settings that lists all the installed plugins and provides a checkbox for turning them on or off.

This is planned for the v0.9 release, but you probably won't see it in any v0.8.6 release. It would require adding a small table, with 2 columns, "name" and "status". It would also require a few minor changes to the architecture, and a management page.
In v0.9 it going to be taken way beyond this, but I can't really say much about it at time, as things may change before its gets done.
