After pulling in my sql database I cannot generate logs in cacti.
This is the error message I receive.
Warning: touch(): Unable to create file /var/www/log/cacti.log because No such file or directory in /var/www/html/lib/functions.php on line 432

Can you check your Settings/Path -- is this setting pointing at the correct location for your log file? If you're using CactiEZ the default path should be /var/www/html/log/cacti.log
